For decades, minors detained at UCJDC have suffered sexual abuse at the hands of the facility’s staff. Although the County has long known about this culture of abuse, it has turned a blind eye to it. The nature of the sexual abuse at UCJDC has ranged from inappropriate strip searches to forceful sexual assaults. Staff members at UCJDC have engaged in inappropriate and unlawful sexual relationships with children detained there. These relationships often involved grooming and bribery whereby children detained at UCJDC were routinely offered special privileges and/or contraband—such as cigarettes and food from outside the facility—in exchange for sexual favors.
