History of Sexual Abuse in Naselle Youth Camp

The Naselle Youth Camp has faced serious allegations of sexual abuse over the years. Various reports, investigations and lawsuits have highlighted a troubling history of misconduct and abuse by staff members towards the young inmates. These suggest a pattern of abuse and a failure by the administration to adequately protect the youth in their care. Examples of sexual abuse at the Naselle Youth Camp include the following:

  • In January 2021, Michael Nolan, a counselor employed at Echo Glen, was charged with four counts of sexual exploitation of a minor and one count of attempted sexual exploitation of a minor. The charges originated from the accusation that between 2018 and 2019 Nolan enticed the four inmates to swim naked with him and repeatedly sexually touched them when they were teenagers at the camp. In July 2022, the State of Washington agreed to settlements totalling over $800,000with the four alleged victims.
  • Another employee, Steven Wirkkala, was arrested in 2021 on charges of commercial sex abuse after it was reported that he sent a 12-year-old girl sexually graphic pictures of himself and offered her vaping products in exchange for engaging in sexual activity. Although the allegations were unrelated to his job at the Naselle Youth Camp, they highlight the possible risk of sexual assault posed to teenagers in his care at the camp. Consequently, authorities investigated his actions with minors during the period he worked at the camp.

Do I Have a Case

The state is responsible for the legal custody of residents in Naselle Youth Camp, which means it has a legal duty to ensure their protection from harm. Therefore, if you suffered sexual abuse at the camp, you may be able to hold the state of Washington liable.

Washington New Statute of Limitations for Child Sexual Abuse Lawsuits

Under current Washington state law, survivors of sexual abuse have three years from the date of their abuse, or three years from the date they discover the connection between their injuries (which can include addiction, self-harm, and other mental health issues) and the abuse (or a defendant’s actions that led to the abuse), to file civil lawsuits.

In March 2024, the governor signed into law a bill (House Bill 1618) removing the statute of limitations for civil claims related to child sexual abuse. As a result, for any sexual abuse occurring on or after June 6, 2024, there is no deadline to file.

However, the new law is not retroactive, meaning that it does not apply to sexual abuse that occurred before June 6, 2024. Survivors of sexual abuse that occurred before this time still have three years from the date of their abuse, or three years from the date they discover the connection between their injuries and the abuse or actions that led to the abuse, to file civil lawsuits.
