Asbestos Exposures at Fitzpatrick Nuclear Plant – Scriba, New York
Fitzpatrick nuclear plant is located 35 miles north of Syracuse, in the Town of Scriba. The plant’s gigantic cooling tower, rising from Lake Ontario’s southeastern shore, is landmark of Oswego County. Fitzpatrick came online in 1975. Its 850-megawatt capability, delivers electricity to more than 800,000 Central New York homes. Fitzpatrick is immediately adjacent to another nuclear plant –Nine Mile Point. Whereas Nine Mile Point has twin reactors, Fitzpatrick only has one. Fitzpatrick employs approximately 600 Oswego-area residents. The plant has had a major impact on Oswego’s economy, with a $74 million payroll, and property tax payments, totaling more than $17 million.
In September 2015, Fitzpatrick’s owner, Entergy, announced plans to mothball the plant. But after New York State announced subsidies for nuclear power, Exelon Generation contracted to purchase Fitzpatrick from Entergy. If regulators approve the deal, Fitzpatrick will be re-fueled, and remain operational for the foreseeable future. However, Fitzpatrick’s past isn’t as optimistic.
General Electric manufactured Fitzpatrick’s reactor. The reactor boils water. The resulting steam drives the turbines, which generate electrical power. The exceedingly high temperatures associated with nuclear power generation, necessitated the prolific use of asbestos-containing materials throughout plants like Fitzpatrick. Large pumps and various valves handling super-heated water and steam, required asbestos-containing gaskets in order to operate effectively. Workers in nuclear power plants, like Fitzpatrick, routinely changed these gaskets to ensure the delivery systems were free from leaks. Deteriorated gaskets have a tendency of adhering to metal. Accordingly, workers scraped, ripped, pried, or filed off old gaskets, before installing new ones. This work disturbed the asbestos-containing material, resulting in the release of toxic airborne fibers. Additionally, asbestos was also used in nuclear power plants, like Fitzpatrick, for refractory materials, caulking, compressors, electrical wiring and cable, paint, primer, and even flooring tiles.
All of this makes Fitzpatrick one of Oswego County’s biggest sources of asbestos exposure. The makers of these asbestos-containing materials and components knew about the health risks associated with their products. This means powerhouse workers and contractors, in and around Oswego, were needlessly exposed to dangerous toxins, while performing the critical function of delivering affordable electrical power to Central New York. Today, these individuals remain at an unacceptably elevated risk of developing mesothelioma and lung cancer. Both diseases have long latency periods. This means that asbestos exposures from many years ago, can still make people sick later on in life.
